When a person files for a claim, the state agency will need to establish a base period for the individual. As a result, you could potentially receive a claim for an individual that separated your employment up to 18 months ago.

A Base Period is the First 4 of the last five completed calendar quarters immediately preceding the filing of a claim and the establishment of a benefit year. The base period determines:
• If a claimant had sufficient work to meet the minimum qualifying requirements.
• The claimant’s weekly benefit amount.
• The number of weeks the claimant may receive benefits.
*Each employer who paid the claimant wages in the Base Period will receive a claim to determine their liability for the claim should benefits be paid out.

When benefits drawn by a claimant are based on wages paid by more than one employer, charges are usually allocated among employers according to one of two theories. Most states charge each base period employer a share of the benefits in proportion to the share of base period wages it paid to the claimant. This is considered proportional charging. A few states charge all benefits to the claimant’s most recent employer, following the theory that the employer responsible for the claimant’s separation should be responsible for financing it. This is considered the most recent employer charging.

Then there are a handful of states that combine both theories by utilizing inverse order charging. In this method, the states charge employers in inverse order in which they employed the claimant with the most recent employer being charged first.
