Who built SIDES and who can use it?

The U.S. Department of Labor (USDOL), state unemployment insurance (UI) agencies, and the National Association of State Workforce Agencies partnered to create the State Information Data Exchange System (SIDES). SIDES allows employers and TPAs to send and receive unemployment correspondences electronically to/from state UI offices.

What are the benefits of SIDES?

SIDES eliminates some of the burdensome paperwork associated with unemployment administration and provides employers with additional time to respond to claims because claims are sent electronically in real time instead of via US Mail. SIDES reduces overpayments by mitigating two common problems: incorrect initial eligibility decisions and working while receiving UI benefits. SIDES is also a safer way to transmit confidential data because of the multiple layers of security built into the system.

 How many states are using SIDES?

As of November 17th, 2016, 49 states were utilizing SIDES and sending the initial claim electronically. Montana will be in production during 2017. Minnesota, Massachusetts, and Arkansas have no date or plan set.

What information is sent via SIDES?

Most states are sending and receiving only the initial claim via SIDES. A limited number of states are sending ‘Monetary and Potential Charges’ information using the SIDES system. ‘Earnings Verifications’ via SIDES is in production in 9 states and 14 additional states expect to be live in 2017. Only Colorado is in production with SIDES ‘Determinations and Decisions’.

How SIDES compliments UI Integrity

SIDES compliments UI Integrity because it provides nationally-standardized format for unemployment responses. In order to respond to a claim via SIDES, an employer or unemployment TPA must provide a detailed response to the state agency. Therefore, employers using SIDES are more likely to provide a UI Integrity-compliant response.

How you can use SIDES: SIDES vs. SIDES E-Response

There a couple of different ways an employer can use the SIDES system. If you’re working with an unemployment TPA, there is a good chance you are already sending and receiving your claims via SIDES. If you’re handling your unemployment claims internally, you have two options: SIDES E-Response or SIDES.

SIDES E-Response is designed for employers with limited UI claims activity. Employers can use the SIDES E-Response website to respond to their claims.

SIDES is designed for employers and TPAs with a large number of unemployment claims and hearings and/or those with operations in multiple states. Larger employers handling unemployment internally might want to consider integrating their internal UI system or CRM with the SIDES central broker. However, integrating your internal system with SIDES is a significant IT project and, despite all of the benefits of SIDES, it may not be economical for some employers.
